From 1 March 2024, Vietnam’s Department of Vehicle Registration (Cục Đăng Kiểm) has begun issuing the Electronic Vehicle Registration Certificate – a fully digital version of the traditional paper document – to every motor‑vehicle and specialised motorcycle that meets the safety and emissions standards.
What is the electronic registration certificate?
The electronic certificate carries the same legal weight as the paper version. It is stored in the Department’s central database and can be verified online via the official portal vr.org.vn. Each certificate displays the vehicle’s inspection results, approved emission levels, validity period and other essential details.
Instant QR‑code verification
A unique QR code is embedded in every electronic certificate. Scanning the code links directly to the live record on the Department’s website, allowing law‑enforcement officers, insurers and owners to confirm authenticity in seconds.

How the rollout works
Starting early March, all authorised inspection centres across the country will issue the electronic certificate to vehicles that pass the test. Owners who still prefer a paper copy can request one; the centre will print the document straight from the management software (no longer using pre‑printed forms) and affix an official seal.

While the current sync does not support real‑time updates or cryptographic verification, the shift to a fully digital certificate will close those gaps.
