The Ho Chi Minh City Traffic Police Department has announced a new fee schedule for registering and issuing licence plates to all motorised road vehicles. The changes, mandated by Circular 155/2025/TT-BTC issued by the Ministry of Finance on 31 December 2025, affect every ward and commune in the expanded metropolis.
New fee structure applies uniformly
After recent administrative mergers, almost the entire city is classified as Zone I. Consequently, the same registration rates now apply to inner‑city and suburban districts alike. The only exception is the Con Dao special zone, which follows the Zone II rates.
Car registration – what you’ll pay
For a brand‑new car, owners in Ho Chi Minh City (including the former Ba Ria‑Vũng Tàu and Bình Dương areas) must pay a registration and licence‑plate fee of 14 million VND. This is a reduction from the previous 20 million VND charge under Circular 60/2023/TT‑BTC.
Motorcycles and scooters
Motorcycle and scooter owners (outside Con Dao) now face fees ranging from 700,000 VND to 2.8 million VND, depending on the vehicle’s value. The older system charged between 1 million and 4 million VND, so the new rates are noticeably lower.
Special rates for Con Dao
In the Con Dao district, the fee schedule differs:
- New cars: 100,000 – 140,000 VND (rate varies by vehicle type).
- New motorcycles: a flat 105,000 VND fee, regardless of engine size or price.
These adjustments aim to streamline the registration process and align fees with current market conditions.
