On June 17, a driver was stopped by traffic police on Vietnam’s Ho Chi Minh City–Cần Thơ highway for pulling over in an unauthorized spot to use the restroom.
Violation and Penalty
Police from the Highway Traffic Police Unit (Team 7) recorded the vehicle, license plate 51L-978XX, at kilometer 50+800 of the route. The driver admitted he stopped because he needed to relieve himself.
Under Article 6, Clause 7, Point c of Decree 168, stopping a vehicle on a highway outside designated areas carries an administrative fine of 12‑14 million VND and a deduction of six points from the driver’s licence. The licence may also be temporarily seized.
Why the Fine Is So High
Highways are designed for high‑speed travel. Even brief, unsanctioned stops can create severe crash risks. The authorities stress that rest areas and service stations are the only appropriate places for breaks, phone calls, or personal needs.
What Drivers Should Do
- Plan stops at official rest areas or service stations along the route.
- If an emergency forces a stop, pull into the emergency lane, activate hazard lights, place a warning triangle at least 150 m behind the vehicle, and immediately notify traffic police for assistance.
- Avoid using the highway for any non‑emergency personal activities.
