Russia is experiencing an unexpected boom in electric vehicle (EV) sales as a nationwide fuel shortage pushes drivers toward battery‑electric (BEV) and plug‑in hybrid (PHEV) models, most of which come from Chinese manufacturers.

Fuel Shortage Sparks EV Interest

Since early 2026, disruptions to oil and diesel supplies—exacerbated by recent attacks on energy infrastructure—have forced authorities to tighten fuel distribution across many regions. Prices have surged, with gasoline up more than 12% year‑on‑year between January and May, putting Russian fuel among the most expensive in Europe.

Sales Jump for Chinese Brands

At a Moscow showroom owned by EN Cars, a dealer specializing in Chinese models, sales have exploded. Founder Yevgeniy Zabelin told Reuters that the outlet used to move only two to three EVs a month. Today, the same dealer sells two to three vehicles every day.

Official data from Autostat and the Ministry of Industry and Trade shows that 24,600 new PHEVs were registered in the first five months of 2026—a 125% increase over the same period last year. Pure‑electric BEVs reached 4,460 units, up 19%.

June 2026 saw an even sharper rise. Autostat’s Sergei Tselikov reported 1,754 new PHEV registrations in a single week, nearly a third more than the previous week and almost 50% above the annual weekly average.

Charging Infrastructure Expands

The surge in demand is prompting rapid growth in charging stations. According to 2GIS mapping data, the number of public chargers nationwide grew 20% between July 2025 and July 2026, helping to alleviate one of the traditional barriers to EV adoption.

Consumer Perspectives

Vasiliy, a customer of EN Cars who owns both a PHEV and a BEV, says he is pleased with his choice but warns that the enthusiasm may be temporary. “I live in a suburban house where I installed my own charger, which makes everything easy. In central Moscow, finding a reliable charging point is still a big challenge,” he explains.

Future Outlook

Despite the rapid sales growth, EVs and PHEVs accounted for just 4.3% of total vehicle registrations in Russia last year, indicating substantial room for expansion. Continued investment in charging infrastructure and stable fuel prices will be critical to sustaining the momentum.
