The Ministry of Public Security in Vietnam has released a draft circular outlining new requirements for the theory portion of driving‑license examinations. The draft, open for public comment until June 18, proposes a significant increase in the number of questions and the allotted time for several license categories.
Key Changes by License Category
- Motorcycle – Class A & A1: Questions rise from 25 to 40, with exam time extending from 19 to 27 minutes. A passing score is set at 36 correct answers (90%).
- Motorcycle – Class B1 (including three‑wheelers and A1‑type bikes): Questions increase from 25 to 50, and the time limit grows from 20 to 33 minutes. Candidates must answer at least 45 out of 50 correctly to pass.
- Car – Class B: The theory test expands from 30 to 50 questions, while the duration expands from 20 to 33 minutes. A passing mark is also set at 45 correct answers (90%).
These adjustments aim to deepen drivers’ knowledge of traffic regulations, improve road safety, and align Vietnam’s licensing standards with international best practices.
Public Consultation
The draft circular is currently under review. Stakeholders—including driving schools, transport agencies, and individual citizens—are invited to submit feedback by the June 18 deadline. Their input will help fine‑tune the final version of the regulations.
