On July 1 2026, Vietnam’s Department of Traffic Police (CSGT) will officially scrap the computer‑based simulation portion of the car‑driving licence examination.
What’s Changing?
Applicants for vehicle categories B through DE will now be tested only on three components: the written theory exam, the practical manoeuvre (closed‑course) test, and the on‑road driving test. The previously mandatory simulation test, which recreated traffic scenarios on a computer, will no longer be required.
Legal Framework
The update follows Decree No 94/2026, issued by the Government on 31 March 2026 and effective 1 July 2026. Article 24 removes the requirement for testing centres to install traffic‑scenario simulation equipment. A draft ministerial circular, set to replace Circular 12/2025, also eliminates the computer‑based test.

- Computer‑based traffic‑scenario simulation (applicable to categories B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE)
Pass Rates Under the Old System
According to CSGT data up to 7 May 2026, the overall pass rate for car‑license candidates stood at 54 %, while motor‑bike candidates achieved 65 %.
From 10 April to 17 May, the theory‑exam pass rate for car licences dropped to 74 %, three points lower than the same period last year. The manoeuvre‑test pass rate remained steady at 65 %, but the on‑road pass rate fell sharply by 28 percentage points, reaching only 68 %.
What This Means for Learners
Removing the simulation segment is expected to streamline the testing process and reduce preparation costs. However, candidates will need to focus more on real‑world driving skills for the on‑road portion, which historically has shown a lower pass rate.
